According to the Bureau of Justice Statistics, an estimated 40% of jail inmates report having at least one disability, a rate about four times higher than the public. 

Since 1990, the American with Disabilities Act (ADA) has
protected the rights of all Americans with disabilities, including inmates. Yet nearly three decades after the landmark legislation was passed, many correctional facilities remain noncompliant with the ADA’s many requirements.
